JPNC Minutes December 13, 2011

Meeting called to order at 7:03pm at Curtis Hall in Jamaica Plain by Ben Day.
I.    Introductions: Members present introduced themselves II. Additions to/Subtractions from Agenda: November minutes not available for approval III. Announcements: See attached Announcements incorporated herein, with the addition that
the Casey Overpass will be closed in both directions for re-paving on 12/14/11 and 12/15/11
from 9pm to 5am, and 12/22/11 and 12/25/11 for one hour. IV. Presentation by BPD E-13 – Captain Paul Russell from E-13 gave an update on the
investigation related to a recent sexual assault in Franklin Park. Capt. Russell reported that BPD is fliering the neighborhood w/photographs of Level 3 sex offenders residing at Shattuck Hospital, consistent with BPD protocol. Capt. Russell reported that fliers contain a notation that those pictured should not be harassed or retaliated against. Capt. Russell gave updates on other recent criminal activity in the area. Capt. Russell reported that Part 1 crimes are down 6% in E-13. To obtain a copy of a police report, contact the detective involved, or go to BPD headquarters at Schroeder Plaza. Local emergency number is 617-343-4911. E- 13 is 617-434-5630 for non-emergencies.
V. Approval of minutes: Tabled to January meeting. VI. Area A Vacancy – No candidates from Area A expressed interest in this vacancy. Jessica
Later from Area B was present and expressed interest in the vacancy. Motion by Red Burrows to elect Jessica Later to the Area A vacancy. Seconded by Ken Sazama. Passed 13 -0-0.
VII. Committee Reports
a. Ad-Hoc Outreach/Communications Committee: Joseph Wight reported that he and Ben Day met with JPNC’s web developer Mimi Kantor and discussed website functionality. They will meet again in January.
b. Zoning: David Baron presented roster of Zoning Committee members for approval by the Council. JPNC members: Dave Baron (Chair), Andrea Howley, Arazeliz Reyes, Michael Reiskind, Ken Sazama. Community Members: Jesse Abair, James Greene, Jake Hart, Kevin Leary, Steve Lussier, Josh Muncey, Joyce Perkit, James Seagle, Jon Truslow, Marie Turley. Approved 14-0-0.
c. Public Service: Michael Reiskind reported that the Public Service Committee met on 12/6/11 and heard three matters, all of whom have been operating without Common

Victualler without Alcohol Licenses, as they had been advised by the City that they were not needed. – Canto 6, 3346 Washington Street, has been operating for 2 years, had operating previously under the same name, and was operating as Bread and Butter prior to that. The owners leafleted the neighborhood prior to the meeting. The inclusion of tables and chairs triggers the need for a CV license. They will need an additional entertainment license for recorded music. Motion by Michael Reiskind to recommend approval of CV license for Canelle Inc, dba Canto 6, 7:30a to 6:30p, Suzanne Young, Manager. Seconded by Red Burrows. Passed 14-0-0.
- Monumental Cupcakes, 36 South Street, had opened without tables and chairs, but has tables and chairs now.    Motion by Michael Reiskind to recommend approval of CV license for Harlem, Hudson and Charles LLC dba Monumental Cupcakes, 11:30am to 7:30pm, Patty Hudson manager. Seconded by Ken Sazama. Discussion: They will consider not using grates, or changing grates to style that can be seen through. Passed 14-0-0. – Faulkner Hospital Employee Café and Coffee Shop and Atrium Café (2 restaurants), 153 Centre Street, Employee Café hours: 6:30am to 7pm, Susan Langill (dietician), Manager. Motion by Michael Reiskind to recommend approval of CV license for both restaurants, seconded by Red Burrows. Passed 14-0-0. Reiskind further reported that the Committee discussed business district billboards and traffic issues on Round Hill Street. Next meeting: Tuesday 1/3/12 at Curtis Hall.
d. Ben Day reminded Committee Chairs to present rosters for approval by the Council at the next meeting.
e. Casey Overpass Working Advisory Group: Francesca Fordiani will represent the JPNC at WAG meetings going forward.
VII. New/Old Business
a. Report-back on youth issues/school reorganization: Hyun Shin reported that JPNC members met and planned to re-engage organizations JPNC had reached out to and worked with last year. Shin further reported that group discussed the proposed move of Mission K-8 moving to the former Agassiz School. He reported that these discussions will continue in January.
b. City Council Redistricting: Ben Day reported that he has met with City Councillor Mike Ross and the City Council may vote on a new map during December. Motion by Jesse White to send a letter to the Boston City Council asking that a vote be delayed to allow for more full community input. Seconded by Francesca Fordiani. Discussion: It was noted that proposed maps are not available online and Val Frias stated that proposed maps are available through City Council Central Staff. Passed 14-0-0. Day will coordinate meeting for interested JPNC members as early in January as possible.
c. Elections Handbook Revisions: Dave Baron circulated proposed revisions to the JPNC Election Handbook, based on recommendation of the Ombuds Board of the last JPNC elections. Baron asked all members to review for discussion at the January JPNC meeting for a vote at the February meeting.
